Constituents of Blitzers Rhetoric are Exigence, Constraints and audience.
Exigence is imperfection thats moved by urgency. To simplify it its what causes a writer to write. The sense of urgency to get a message across. It can be both Rhetorical and non-Rhetorical. If we are talking about non-rhetoric it is writing about situations that cannot be changed like our demise and death or seasons. Rhetorical however can be changed such as Air pollution. Blitzer uses air pollution considering that it is a factor that is so largely influenced by everybody that it is difficult to change worldwide. This does not mean that it cannot be changed. The problem then becomes too difficult to avoid.

Constraing consists of anything that affects the writing. This can be people, places, potlitics, or any other noun objects. These can be affected by the three different Greek genres of writing: Logos, Pathos, and Ethos. These are part of the Artistic proofs of constraints. Inartistic proofs are pure data and must be taken from the environment as truths.

Finally an audience is there to see the change. The audience is affected by the Artistic proof that the writer has so either logos, pathos, or ethos. The exigence is also a factor that influences the audience. When using the Greek forms of writing Logos uses hard facts to convince the audience of the topic. Pathos gets the attention of the audience appealing to their feelings while ethos makes the audience appeal to the feelings of the authors.
